Research Security Training and Related Information

The  requires all federal agencies to adopt requirements for financial assistance recipients to complete research security training.  The goal of this training is to foster transparency, research ethics, responsible use of research results and to inform recipients of research funding on the risks and threats to the global research ecosystem and the tools necessary to protect against these risks.

This module takes approximately one hour to complete and based on current sponsor guidelines; training must be completed within 12 months immediately preceding an application submission date.

Department of Energy 

Beginning on May 1, 2025, all DOE Notices of Funding Opportunity (NOFOs) will include a requirement for all 鈥渃overed individuals鈥 to complete research security training in the 12 months immediately preceding the application date. 鈥淐overed individuals鈥 from recipients or subrecipients who are added to an existing DOE award that includes the research security training requirement must complete the training within 30 calendar days of joining.

Covered individuals (a) contribute in a substantive, meaningful way to the development or execution of the scope of work on a project funded by or proposed to DOE, and (b) are designated as a covered individual by DOE. Minimally, DOE considers the following roles 鈥渃overed individuals鈥: PI, project director (PD), co-PI, co-PD, project manager, and any others who, regardless of title, are functionally performing any of the preceding roles. DOE may expand the list of designated roles, and will specify in the applicable NOFO and/or terms and conditions of the award.

 

NIH New Policy Requirement to Train Senior/Key Personnel on Other Support Disclosure Requirements

NIH Notice  announces a new policy requirement that requires NIH recipients to provide training to all faculty and researchers identified as  on the requirement to disclose all research activities and affiliations (active and pending) in Other Support (see ). The new requirement to train researchers to comply with other support disclosure requirements adds to the current policy (see NIH Grants Policy Statement (GPS), ) in order to provide a comprehensive plan in the area of disclosure requirements for recipients. This update will be included in the FY2026 version of the NIH GPS as part of NIH鈥檚 standard processes.

Effective October 1, 2025, recipients must implement trainings, in addition to maintaining a written and enforced policy, on requirements for the disclosure of other support to ensure  fully understand their responsibility to disclose all resources made available to the researcher in support of and/or related to all of their research endeavors, regardless of whether or not they have monetary value and regardless of whether they are based at the institution the researcher identifies for the current grant.

 

National Science Foundation Important Notice No. 149: Updates to NSF Research Security Policies

The National Science Foundation (NSF) has issued  outlining major updates to research security policies in alignment with the CHIPS and Science Act of 2022 and NSPM-33. These changes impact all NSF-funded proposals and awards and are effective October 10, 2025.

Key Updates Include:

Research Security Assessments & Documentation:

  • NSF may conduct risk assessments of proposals/awards for nondisclosures.
  • Proposers/recipients must retain documentation for all foreign appointments, talent programs, and current/pending support.

Research Security Training Must be Completed by Oct. 10, 2025:

  • All parties listed as senior/key personnel must complete research security training within 12 months prior to proposal submission.

Certification Regarding Responsible and Ethical Conduct of Research (RECR)

Institutions must certify it has a plan to provide appropriate training and oversight in the responsible and ethical conduct of research to undergraduate students, graduate students, postdoctoral scholars, faculty, and other senior/key personnel who will be supported by NSF to conduct research and that such training addresses mentor training and mentorship, training to raise awareness of potential research security threats, and Federal export control, disclosure, and reporting requirements.

Malign Foreign Talent Recruitment Program (MFTRP) 鈥 Prohibited

  • Individuals involved in an MFTRP may not serve as senior/key personnel on NSF proposals/awards (effective May 20, 2024).
  • Annual certifications required via Research.gov for PIs and Co-PIs (expanding soon to all key personnel).  More information here.

Foreign Financial Disclosure Reporting (FFDR)

  • In accordance with Section 10339B, Foreign Financial Support, of the CHIPS and Science Act of 2022 (42 U.S.C. 搂 19040) each 鈥渞ecipient institution of higher education鈥 must annually report all 鈥渃urrent financial support, the value of which is $50,000 or more, including gifts and contracts, received directly or indirectly from a foreign source which is associated with a foreign country of concern.

New Annual Malign Foreign Talent Recruitment Program Certification for PIs/co-PIs

Starting on June 7, 2025, in accordance with the , all PIs or co-PIs named on an NSF award made on or after May 20, 2024, must certify that they are not a party to a malign foreign talent recruitment program (MFTRP).听听

Individuals who are party to a听Malign听Foreign Talent Recruitment Program are not eligible to serve as a senior/key person on an NSF proposal.听

The MFTRP annual certification vs other NSF disclosures

The pre-award disclosures in the Biographical Sketch and Current and Pending (Other) Support proposal sections described in  and  require that all individuals designated as senior/key personnel complete an MFTRP certification for each NSF proposal. The MFTRP annual certification is a post-award requirement. Pursuant to , all individuals serving as a PI or co-PI on at least one active NSF award made on or after May 20, 2024, will be required to submit their MFTRP certification annually.

NSF  of Malign Foreign Talent Recruitment Programs 

Any program, position, or activity that is sponsored by one of the following 

  • A foreign country of concern (defined as the People's Republic of China including Hong Kong and Macau, the Democratic People's Republic of Korea, the Russian Federation, the Islamic Republic of Iran, or any other country determined to be a country of concern by the Secretary of State); or
  • An entity based in a foreign country of concern; or
  • An institution or program on certain prohibited lists (contact RJ Silva for information on and assistance with restricted party screening).

AND

Involves one or more of the following:

  • Unauthorized transfer of intellectual property, materials, data or other nonpublic information;
  • Recruitment of trainees or researchers to enroll in such program, position or activity;
  • Establishing a laboratory or entity in a foreign country in violation of terms and conditions of a federal research award;
  • Accepting a faculty position, or undertaking any other employment or appointment in violation of the standard terms and conditions of a federal research award;
  • Being unable to terminate the activity except in extraordinary circumstances;
  • Being limited in capacity to carry out a federal research award;
  • Requirement to engage in work that overlaps or duplicates a federal research award;
  • Requirement to obtain research funding from the foreign government鈥檚 entities;
  • Requirement to omit acknowledgement of the U.S. home institution and/or the federal funding agency;
  • Requirement to not disclose participation in the program, position, or activity; OR 
  • Having a conflict of interest or commitment contrary to a federal research award.
